1. Definition

Does the concept have one operational meaning?

Can you complete “This state means that…” without vague words such as “interested”, “good” or “qualified”?

Would Marketing, Sales and management give essentially the same definition?

2. Evidence

Is there observable proof for assigning the value?

Can you complete “We know this is true when…” with a verifiable event, document or signal?

Would two people looking at the same evidence normally assign the same value?

3. Ownership

Is there clear authority over the meaning?

Is one person or role explicitly accountable for the definition?

Do changes to the definition, options or rules pass through that authority before production?

4. Transition Logic

Do we know when the state should change — and what may change it?

Are entry, exit and regression rules documented?

Do you know which workflows, imports, integrations or agents can change the value?

5. Source of Truth

Is there one authoritative source or several competing versions?

Is one system and field clearly defined as authoritative?

When two systems disagree, is there an explicit precedence or reconciliation rule?
