# Workflow or agent? Choose based on decision uncertainty, not fashion.

Not everything that can use an agent should use one. The better question is how much interpretation the decision requires, how costly an error would be and how reversible the action is.

## Four execution modes

- **Workflow:** known rule, structured input, predictable action.
- **AI action inside a workflow:** deterministic flow with one step that interprets unstructured input.
- **Agent:** execution must choose steps, gather context, select tools or adapt the path.
- **Human approval:** impact is high, hard to reverse or creates an external commitment.

## Decision Uncertainty Matrix

- Low uncertainty + low impact → Workflow
- Low uncertainty + high impact → Workflow + validation/approval
- High uncertainty + low impact → Agent with bounded autonomy
- High uncertainty + high impact → Agent-assisted human decision

## The four-question test

1. Is the rule explicit and stable? Start with a workflow.
2. Is the only uncertainty unstructured input? Use an AI action inside the workflow.
3. Does execution require choosing steps, tools or sources? That is a real agent case.
4. Is the action external, hard to reverse or materially risky? Add human approval.

> Do not use reasoning where a rule is enough. Do not force a rule where the work needs judgement.
